Al llarg de la confer\u00e8ncia ha explicat els or\u00edgens d&#8217;aquesta mesura, tamb\u00e9 ha assenyalat la seva vinculaci\u00f3 amb una concepci\u00f3 deliberativa de la democr\u00e0cia i la seva import\u00e0ncia com a mecanisme de participaci\u00f3 directa de la ciutadania en la configuraci\u00f3 de les pol\u00edtiques p\u00fabliques.
